Get rust off replacement parts

I am going to be putting a new housing and hydrolic pump on my 50. But the new parts are used and have been outside for years.

To clean them up I was going to use my drill and a wire brush to clean up most of it. Then sand it with a metal type paper. Clean up the inside with hydrolic oil to seal it and paint the outside of it. I will follow all steps for inside and outside until I paint the outside and coat the inside with a hydrolic oil.

Any ideas about my plan or ways to make it eazier to clean and seal.
