Rotary Cutter Gehl 2340 issues

I have a Gehl 2340 and after making all of the proper adjustments I cannot cut short second cutting grass with it. It will cut tall thick grass just fine but the short stuff just wads up and will not pass thru the rolls. Any Suggestions? Thanks
