Oil & Fuel Fuel filter o ring

I have a LK3054 and attemped (first time) to change the fuel filter. What I'm having trouble with is the smaller o-ring that goes on the top of the filter. Is there a slot up in the housing that this goes in or do you just put on top of the filter around the intake hole push it up to the housing then replace the bowl. I'm a tractor newbie so thanks for any help in advance.

I just learned I was sent the wrong o-ring. I guess that would keep it from fitting.
