Framtrac 545 Draft/Position Levers Binding

Trying to help my neighbor. He has a Framtrac 545 and the draft and position levers will only move independently of each other for a couple of inches. According to videos on youtube, the levers should operate independently of each other and at full range. I have taken the levers part and it seems that the inner shaft (position) and the outer shaft (draft) are in some way connected to each other inside the case. When operating the levers (which only move a few inches up or down) it goes up or down and will not hold at any position. I have tried to force the levers to move independently of each other and it feels like the binding point is inside the case, external to the levers. The repair manual does not show the internals of where the shaft connects and how that works (where my suspicion is) Any ideas would be helpful... trying to help the old guy and he does not have a clue. Matter of fact, neither do I.
