In the past I have used flat needle bearings and hardened race washers under the front axle to improve steering, would this be possible to do on my small Kubot that has a FEL? From what I've read adding power steering is more than I would want to undertake

If difficult steering is your issue be sure your front tires are at full pressure. This will help with cars and trucks with manual steering, too.

Tires are at full PSI. I have an FEL and am using turf tires, its not that difficult, but I know needle bearing make a world of difference, I also removed the bucket for mowing

Is your Kubota front wheel assist? If yes not sure where you could install bearing and not mess up the gear engagement for front wheels.

I had a Kubota B7100HST 4WD with FEL for many years, and I know how difficult the steering can get. I can't offer a magic fix but I minimized the problem by doing what others have already suggested. Kept the tires inflated, greased the linkages and reduced the front end weight as much as possible when not using the FEL. I also swapped the R1's with turf tires in front during the mowing season when traction was less important.

From memory, I don't see how you could use lower friction bearings without major modification. I'm also not sure if it would make that much difference when 95% of the friction is caused by turf - tire contact.
