My " new-to-me" 1960 Ford 861 appears to have a carb issue. It will start OK, but when I try to give it any throttle, it just tries to run away, with regards to high RPM. I took off the carb and disassembled it and cleaned it, and, no difference. I was first thinking it was a governor issue but now I think it is pointing to carb.
I unhooked the governor linkage and started the tractor and when I try to move the carb throttle at all, it goes right to a high rev. No matter how I adjust the jets, it acts the same.
Any and all thoughts will be appreciated. It is a Marvel TX662.

for clarity... with ALL linkage removed, and your hand , manually, on the butterfly on the side of the carb.. if you open it ANY, it goes to max rpm?

Yes Sir. I think it goes to wide open almost immediately.

I believe this is ultimately a governor issue because:
I unhooked the governor arm to carb linkage, started up the tractor and very gently manually increased the RPM with the carb, and the governor arm, with all linkage disconnected, never moved.
I have the governor removed and will post pics. The governor has many flat spots on the rollers and the bearing has really worn into the bearing contact surfaces.
The only thing I can figure is that maybe the governor was binding. The governor is compressed by tightening the crank pulley and I think it calls for 100 Ft/lbs, and I don't think it was that tight, but I also don't think it was loose enough for the governor to slip on the crank.

while I too think it's your governor, I don't think you read my question, or responded to it correctly to indicate a gov issue.

With the gov DISCONNECTED, your hand is the only thing governing throttle.. so you SHOULD have been able to manipulate speed, by hand, at the carb butterfly, with the gov disconnected.

A test like that, then a test with gov hooked up going to max, would be what you should suspect to see with a bad gov.

Having it go to max rpm, with the gov DISCONNECTED, and your HAND on the carb butterfly, would indicate a CARB problem.

So.. care to clarify how you did that test and what the results were? ;)

The point that I was trying to make was that with ALL linkage removed I manually increased engine speed with the CARB and the GOVERNOR ARM never moved. Shouldn't I see GOVERNOR ARM movement with increased RPM?

Yes, if you run the carb thru idle to throttle manually, with the hand throttle set at an arbitrary static point, then yes, the governor should attempt to make adjustments.
