Ford 6610 PTO issue

I am owning a ford 6610 and I have been battling with pto for a while. hydraulic pump does not give enough pressure to engage the PTO, when supplying the valve with pneumatic I am getting joy. Both lift and hydraulic system are working perfect only PTO giving issue. When engaging the PTO the piston on the clutch pack is not moving at all
