Ford 5000 Differential lock shaft not returning/not engaging

I had a question about the differential lock system. The shaft doesn't return back to the passenger side like it should to raise the diff lock pedal back up when you release the pedal. (I have the top cover off) Has anyone ever rebuilt the diff lock linkage/shaft or the lock itself? The lever that the shaft pushes on has very little throw and doesn't return either. It looks like it connects to a clutch pack. How does this system work? What is normal?

The one on FIL 1976 265 was sticking and I just worked with it up and down with a bar to lift it and it got better. Have had to go to reverse to get a release under some conditions. Now the one on the 1983 JD 310B backhoe I have to stand on it HARD to keep it from releasing.
