ford 4600 lift arm problem

My ford 4600 lift arms wont stay where you want them they drop or rise on there own you think they have but reving up can make them rise again or drop whan revs are dropped.The depth control seems to work ok oil and filters are new trailers tip ok plenty of power .Any one got any ideas?

first thing i would do is put a $15 top cover kit and change the orings on the lift cylinder
