My 3-point lift lifts OK and will hold anything i lift up as long as the lever is all the way up, even when shut off. The problem that I have is that only the last couple of inches of the lever control all the motion.
How do I get a full range of the lever?
Is there any adjustment? Something broken?

If all of the increments of lift are at the bottom of the range, about 1/8" increments, the position control cam may have been modified. In that case replacing it would put it back to original. That was a field modification for landscapers in the early 1970s to provide precision control of box scrapers, etc.

Is there a small lever on the side of the transmission? If so it switches 3pt between draft and positional control.
The problem you describe sounds like it's in daft control now.
