Farmtrac 35 injection pump not working

Was using the tractor. It revved up to maximum rpm,s . Throttle had no effect. It finally went back to normal after 30 seconds. Parked it and now it will not crank. Checked all the fuel lines , filters, Ect,not pumping fuel out of the top of the pump when you spin the motor over. I read some other posts and pulled the side cover off . The 3 springs are moving up and down when you spin the motor, I am guessing something is stuck in the throttle control part of the pump . Did not know if there was an easy way to check this or if I could just take the throttle control off of the pump without taking the pump off. Thx
