On the right side there are 4 levers

PTO eng/dis
3PT raise/lower
PTO speed

And another long through engage/disengage right beside the 3PT R/L. What is that one for? Mine seems to move back and forth with no resistance or engagement. Also I cannot engage/disengage my PTO with clutch in. I have to turn the tractor off to engage the PTO.

The 4th lever is to engage the lock on the rear axle. To be used when one wheel is spinning and the other it not. Should be disengaged when turning.

Your clutch needs adjustment. if the PTO won't engage or grinds when trying to engage.

Should the rear axle lock move so freely?

Do you have a tutorial on how to adjust the PTO and Clutch? I found one video but is not very informative.
