The simple answer is yes. What I mean is a wheeled skid steer will tip back very easily on a hill, more so if you lift bucket up high. I don't mean they will completely turn over, front wheels come up, and the rear end of the machine bottoms out. If the slope is too much, if you take off to fast, or lift a load too fast, it could certainly go over all the way.

Are they less stable than a tractor or more likely to tip over backwards than a tractor with the bucket down and going up a fairly steep incline?

Do they tip over backwards easy going up hills? I drove a rented one years ago and seemed like it almost flipped over backwards going up a steep bank.
I've owned several Kubota sub compact and compact and one regular tractor and live on a hillside. Some concern about stability.

If you raise the bucket at max speed while sitting still, full throttle, you can just about tip them. You take off full speed ahead, at full throttle, level surface, bucket raised more than half way, your front wheels will come up. For side role stability, traction, ect, you can go with a wider tire, the 'standard' tires on most are way too thin for much of anything other than hard surfaces.

All of the safety/operators manuals I recall say keep the heavy end pointed up hill on steep inclines. Since the weight of the machine is at the back of a wheeled machine, that means back up an steep inclines with an empty bucket and go up forward with a load. The biggest problem I have is the poor visibility when I'm in tight spots or near edges.

You will have fun with your skid steer. They are a different cat. Study up as much as you can, and ask other operators about advice. The first things I learned when I had one:

Run it at 3/4 throttle or so for sufficient hydraulic flow
Always keep the bucket low
When you think you are getting really good at it, reality will show up to prove you wrong
If you start lurching, let go of the handles, it will self correct
Everyone I know who has had a skidsteer for a while has put it on its nose at least once
Keep an eye on what's behind you

My Cat 246 was originally a tire machine. I have since added a entire Loegering track undercarriage. With the tires, I could get the front end very light just driving up the ramps loading it on the trailer, if there was no bucket on the front. If I were to go up a steep hill, I would go backwards and keep the loader as low as possible.

If the hill is steep enough, just back up the hill... Since skidsteers have poor visibility, It may be in your best interests to get a backup cam. If the hill is super steep, you can use the bucket to push you up the hill.
