Did this a couple years ago but I was inactive at the time. Thought I would share the final outcome. Tank is a scrap aluminum gas tank from a military surplus truck.

Yep the straps came with the tank so all I had to do was weld on the cross members.
I just fork it around and it is super stable. I only really fork it to and from a rolling cart to my truck and back. I also wired quick connects to both tractors and put the matching end on the pump power lead so all I do is wheel the cart next to the tractor and plug the pump into the tractor battery and fill up.
