Have you changed the fuel filters?

Clogged air filter, fuel filter might be the problem. Check that brakes aren't dragging or parking brake engaged? If not any of those, then I would have the fuel injection pump checked out. Lack of air, lack of fuel or brakes dragging will rob the power, beyond that I have no idea.

I am a little confused, Tractordata shows this model was built until 2004. I also noticed the engine is rather short on displacement for a 94hp tractor and that the optional transmission has 45 forward speeds. If you have this option or even the 15 speed which is standard try dropping down a gear or two.

The engine, as are all Deutz (as far as I know) is air cooled. It is a small displacement 4 cylinder turbo that cranks out 94 HP. With either transmission you should have an abundance of power for this 3,800 Kilo machine.

Yes I agree with fuel and air supply checks. Also check compression to determine the health of the engine. A diesel stands on three legs, Fuel, Air Intake and Compression.

I agree with the compression check if the fuel and air is proven to be okay. With a first time poster it is hard to know what they might expect out of the highest road gear. All the Deutz engines I have seen are air cooled but nothing was mentioned about overheating that I can see. I did find it unusual that the tractor is listed with the optional 45 speed transmission and would be curious to see a speed chart for high gear on it. Don't know what transmission the OP's tractor has. Not enough information to work with, no response from the OP so we are all guessing here.
