It seems like a common sense approach. Certainly filling the DEF tank every few tanks of fuel isn't desirable, but if you eliminate the possibility of the vehicle coming out of service and having thousands of dollars of repairs just for the stupid emissions it would make a lot of peoples' lives easier. At least they can still claim all the emissions equipment is still 'required', to keep the environuts happy.
