Deere 4100 compact 20hp gear hydrolic barley working.... ideas

I have a 2000 deere 4100 with the yamar diesel in it.
The bucket only lifts about 8 inches, very slowly, reading the forums i did a complete fluid change to the trans. cleaned out screen by pto
the screen did have metal shavings, but nothing that looked to bad. Ive done 15 car trans filters. looked much better that those.
followed all the steps. but tractor does not have a screw on filter for fluid, cant find it if it has one.
i hear the pump bogging the motor when trying to function so can only guess pump is fine.
maybe a hidden filter or valve is jamed up.
it has the whining sound when tiller is working hard. is there an inline hydro filter somewhere?

other ideas.

Unplug and and then replug the quick connects for the loader hydraulic lines. One could be partially out but looks plugged in causing your symptoms.

ok, my steering is bad , rear pto does not lift right, should have put it in the post, but ill look, thanks

Got it. So rear 3pt doesn't work right, steering either. You've got problem than my suggestion then. Does your tractor have the power beyond kit in the back? What would be used to hook up a backhoe's hydraulics by chance?
I'm trying to rule out the easy stuff first. If so, make sure it is plugged in fully.

no power beyond that i see, only 3pt and pto.
3pt only moves a little
steering is barley working
can hear engine work when trying to use them.
checked all the connectors on bucket. one was seized but freed it up. all are clicked in all the way.

Seen this, where the filter is under trans in picture, i have the mower deck drive pto.
no filter, i did the screen in back that it shows and changed all fluid. i looked everywhere for a filter that screws on and off.
im thinking a valve is stuck somewhere.
