Cutting down Juniper, Cedar, brush along fence lines

We don't have this species of evergreen in NC, but for wildlife purposes, it looks like it provides some pretty good cover and fringe habitat. It also appears to serve as a decent wind break for native grass habitat. Is this an invasive? Could you keep it and just control any further encroachment?
