clutch not working correctly?

I have a 1999 Massey Ferguson 1240.i recently replaced engine and installed new clutch. without the engine and clutch installed the throw out bearing fully entends just fine. In my backyard mechanic mind things aren't right,
when engine and transmission are mated the engine will spin by hand with the wheels on the ground, no matter whether the transmission is in gear or not. Also, should I be able to push the tractor with wheels rolling with the clutch engaged? I want to be sure the clutch is functioning proper before fully assembling the tractor.

My 1994 1250 in gear with clutch engaged turns over the motor. Rolls free with clutch pushed in.
It is manual shuttle.
