Case 930 Steering will not turn left

Case 930 tractor will not steer left. Have checked fluid and it has a new filter. No visible leaks. Steering mechanisms appear fine. jacked up front of tractor, and it will steer both left and right just fine. This tractor does not have any bucket or extra weight on the front. Belts are not slipping and appear to be in good shape and are tight. No unusual noises coming from the tractor. We are at a loss as to what the issue may be or how to troubleshoot this further. Any help or ideas are valued. Need this tractor back in the field working.

A local mechanic has suggested that we check the PSI and if it is between 950 and 1100 PSI (@1500 Engine RPM) that it could be that the vein seal has disintegrated. Has anyone had this occur?
