Can't activate jinma 254 PTO

Greetings,

I am trying to connect Jinma 254 to grass harvester, but either I don't know how to correctly use PTO or it's broken. Could you please describe correct way how to activate PTO?

I have 2 ''EN-DIE" switches (picture attached). When pushing switch Nr.1 down (from DIE to EN position), in the middle for a moment PTO starts to spin. However, it feels like switch somehow jumps out/goes side ways/rattles and when EN position is reached, PTO doesn't spin.

The levers in the pic are

1 PTO Engage sounds like same problem as other post you mentioned ( Confirm 540 is in the correct position at the rear of the tractor)

2- Differential lock lever

3- PTO Speed selector make sure it's in 540 ( Note : There are 3- settings on that lever 540, Neutral 1000
