This is a grazing pasture with just an unchecked Spring growth of grass, about waste high. Would the RD990X be able to mow this?

I'm betting you would have to go over it a few times! Probably be pretty hard on any belts in the mower too.

It should be rotary cut first, then let it sit to dry out, and then use a finish mower on it.

It is a grooming mower, but it’s got swinging blades like a brush hog and advertised as able to reclaim land...

Set the wheels down as far as possible in the rear and a 1/2 inch less in front. Check your belt tension before you start and have at it.
Let it lay for several rain free days and hit it again using a different travel pattern.
