can a carry-all be used to move pallets?

I've used my carry-all that way. Mine will set all the way down to the ground.

TSC carries 2 different carry-all's. A light duty and heavy duty.
My carry all will go all they way to the ground. THe only issue with using a carry all is its not leveling. It might be flat on the ground but as its raised to leans backwards. For carrying wood and stuff this can be a plus. for moving pallets with other materials on it the lean may be bad.
I have several pallet frames I have bult up and just slid the carry all under depending on the task. One has high sides on all sides for moving material, another one with short sides for carry other items and another one with a 25gallon water tank for spraying.

I'm going to guess by the price that the carry all you describe is the King Kutter that looks to be made of 2x2 angle iron. If I'm right on that, then I believe the rated capacity is 1,000 pounds.
King Kutter also makes a pallet mover that looks to be made of 2x2 tube. That piece is rated around 2,000 lbs. With double the capacity of the carry all, the pallet mover weighs almost exactly double what the carry all weighs (135lbs. vs. 65 lbs.), too, I believe.
