I have tall fescue which grows very fast. It rains all winter and is too wet to cut until spring. My first cut is always it full height, then I have to take it down a bit at a time. I have discharge and thatch for the first several cuttings. After everything dries some and the fescue growth rate slows, then everything mulches successfully and there is no discharge or thatch. Mulching works better with slower growing grasses or grass that doesn't send up as much vertical material. It also works best in dry conditions where (grass) blades can float around in the baffles to get the vegematic treatment. My wet conditions and fast growing fescue in the spring make for less than ideal mulch cutting. In summer, slower growth along with no rain, irrigation on Mon. & Tue, followed by cutting on the following weekend when it's dry, all offer almost ideal mulch cutting conditions. Localized conditions make a huge difference in the results one gets.
