BX 25 Parking brake when released does not return fully, have changed the return spring but pedal still has to be pulled up the last bit.

Have you lubed the pivot point? Maybe not a good fit and sticking.

Study and lube all linkages connected to the brake pedals. There are several functions that link together, and if any one of them sticks the pedal can too. Not sure if the BX has cruise, but that is an example of a function that ties into brakes on other Kubotas.
