So manual says loaded rear tires are OK but should be removed when the BH is installed. Who would actually do this each time the BH is added? Anyone have an opinion on this or experience with the loaded tires while the BH is installed.

The reason I ask is that I my landscape rake weight is about 200 lbs. According to my ops manual (if memory serves me correctly) I need about 350 lbs of implement for proper ballast to FEL. While I am not sure how many gallons (lbs) loading the rear tires will add, it seems it certainly can only help with the weight deficiency. I dont want to remove the FEL each time I use the landscape rake.

Am I on the right track here?

BX22,23, and 24 tractors are often delivered with loaded rear tires. Mine were, and I'm sure the dealer would have supported any warranty issues if there had been any. In the four years that I had my BX22 I never had an issue with the loaded bar tires, and there were many times I was happy to have the extra weight there.

My dealer delivered the BX24 with the tires loaded. He offered that as part of the purchase price...wasn't even a question in his mind. Never once said to unload the tires when using the BH. Its nice to have the extra weight, when using a rake or box blade I can feel comfortable using the loader knowing I have enough ballast. Even using the BH I think it helps as the BH is very strong and can yank the tractor around. More weight that low on the tractor helps keep it stable. So to answer you question no I don't unload to use the BH...

I have certainly read a lot about the merits of loading the tires. I was just not really excited about having to drain the water every time I put the BH back on. As I suspected, it seems like people with loaded tires keep them filled and do not change this when operating the BH. I suppose if someone were going up a steep hill forward the extra weight in the back could make it more prone to a rear tip but that is all I can come up with. As I read in some other thread on the issue, it sounds like the lawyers got involved in this part of the manual.

Anyone have a guess as to how much weight loading the rear tires adds?

I've run ballasted rear tires on my BX23, both bars and turfs, and haven't had any problems to date.
Running liquid ballast in the rears is the easiest counter weight to add and it doesn't add any additional wear & tear to the axles.
I have Rimguard for ballast, which weighs approx 11 lbs per gal and have approx 70-80 lbs of ballast in each tire.
Rim Guard - Liquid Tire Ballast Product Information

It's recommended to have atleast 1/3 to 1/4 of the tire unloaded for air. This allows for some compression of the tire which will keep the fluid from blowing out the sides when the tires compress when rolling over large rocks etc.

The manual says max 75% liquid.
I am in Texas and store in the garage so I have very little worry about freezing. I was just going to use water utilizing one of those handy dandy ballast quick fill adapters from Gemplers. That way, if I ever need to remove the ballast, I would simply drain the tires. Should be able to get 60 lbs per tire with regular water if I use your calc. The extra 120 lbs combined with the 190 lbs of the implement will hopefully be enough.

Is there any real logic in loading the tires on a bx when the Bh and Fel are never removed?

Likely not. But for a while, I will primarily be using the FEl and the Landscape Rake on the 3pt hitch to windrow rocks and then scoop them up followed by distributing dirt. Once I was finished and wanted to re-attach the BH, I was going to drain the tires and remove the ballast. Does not sound like this will be necessary though.
I tell you this though, I used my tractor for the first time without the 60" MMM installed over the weekend. I could tell the weight of the mower was missing. It felt more stable with the MMM installed.
