Greetings, I have a 1999 New Holland TC-21, 1200 hours, "wet" brakes. When coming to a stop the brakes have started to make a growling, groaning sort of sound. When almost stopped, instead of a smooth stop (like they used too) right at the end the brakes grab and the tires will skid the last few inches.

Tractor doesn't get used regularly so I wonder if this is from sitting? Or does this indicate some adjustment or possible repair? I'm not sure where to start with this.

Looking for suggestions. Thanks Guys.

Document Moved = online parts manual might help you id stuff.
TractorData.com New Holland TC21 tractor information = look up some serial numbers to find correct parts on the newholland website.

pure random guess, double check your linkages between pedal/s and to what ever it ends up at. you might have a loose linkage. some place with some slack in it. perhaps a few turns of a nut / bolt. or perhaps something like PB blaster / pentrating oil to loosen things up.
