Mowing B2710/rck60-27b

I'm looking at a Kubota b2710 with a rck60-27b mmm. When you attempt to lift the deck it only seems to raise a small amount. I've never seen this before, so i decided to look closer at the linkage. Everything seemed normal (compared to my dad's b2150 w/FEL) but i noticed that there are small chain links connecting the deck to the brackets on the frame. This particular tractor had some missing bolts for this bracket on both sides, easy enough to replace but still missing. My question is: are the chain links normal? any idea why the deck doesn't raise far?

My 2710 has no chain links anywhere on the deck connections. It has the 60" deck also. As a side note, I want to eliminate the mid-mount deck and buy a well-made rear finish mower.
