Are mower deck wheels necessary?

What about using CHECK CHAINS in place of the front wheels?

The critical issue is to get the proper slope on the mower blades. The front of the each blade needs to be 1/8" to 1/4" lower than the back.
In other words the blade must not be level.
To get this adjustment correct John Deere sells an inexpensive gauge which reaches under the mower deck to contact the blade to help you get the setup correct.
