Anyone know anything about the flail I just bought?

I just bought what was supposed to be a Mott tsap 240 (8') flail mower. I first questioned the fact it doesn't have a roller in the back (is this normal) then if its a Mott at all. The mower has 2001 on a tag, says its Italian made, and has tsap 240 which measures 96" across it and has hammers for blades. I believe this mower has never cut a single blade of grass, even though its probably a 2001. I have looked and looked and can't find any good info or manual for this, whatever it is. Does anyone here know what I bought or where to find info on it?

Looks like it's rebranded under several brands with slightly changes in design.

Found one Italian company that makes it: M.E.A.A.T or F.I.N.A

But it's very hard to find info.

Without the roller it might be a mulching mower for crops and not a flail mower for grass.
