AGS 2160 bogging down with PTO switched on

I have an AGS 2160 with a Briggs & Stratton 16 hp twin that when you engage the PTO the motor bogs down. I changed the clutch, made sure nothing on deck is binding, but still bogs down. When the PTO is engaged it seems the governor is wide open pouring gas in the carb. When you disengage the PTO the motor high idles great. Any ideas?? Thanks

Sounds like a dead cylinder. Check your plugs first, then unplug one at a time to find the dead one.

Could also be other things, but electrical most likely.
