88 Ford 555B - Clutch not working?

Thanks for looking in - I recently purchased this machine and the floor pedal is not working. When in gear I push the pedal to shift gears but the pedal does not interrupt forward drive....so I have to stop and put machine in nuetral and then shift - all 4 gears do work in that manner - what can I do to fix this? Thanks.

Troubleshoot the dump valve circuit and fix the problem.

Thanks Rick - I'm not familiar with the circuitry as of yet - where would I find the dump valve circuit....and what procedure would you recommend to diagnose - thanks again.
