70's Belarus 250

My 70's Belarus 250 hydraulic's stopped working. I can't lift the bucket. It always worked fine until it sat unused last winter. Come spring and nothing. I topped off the hydraulic fluid, but it did nothing. I assume it's the pump. Someone mentioned a sticking valve, but I don't have a clue how to check it. Can anyone tell me how to check the pump?
