641 gas tank vent rusted shut

Hi all, the gas tank vent is rusted shut on my Ford 641. It looks like that thing should turn a bit (see pic below)? I'm not sure if it doesn't actually breathe, but I'm wondering if it's worth trying to clean up the vent or if I can just drill the gas cap or swap it for one that breathes. Thanks.

That's not a vent, that's the sending unit for the fuel level gauge, a wire from the gauge runs to the stud and secured with the nut
