I think your throttle may be set a bit high or the cable not allowing the engine to come to idle. If you are idling at 1000 rpm or higher, it may be very hard to stop the tractor. Drop down to 700-800 and I'd bet your problem will go away.

I think the 545 has a torque converter drive, but I'm not sure. If it is idling really slow and still pulling, the torque converter may be siezed. Can you shift gear ranges normally? Does it seem to kill the engine easily when using the loader or when trying to stop in a higher gear? I've about exhausted my expertise here, but it seems to me that you may have a torque converter problem. 
The 545D can have 4 different transmissions. We would need to know, is it a power reversing (F-N-R lever on the left side of the steering wheel, and a clutch disconnect button on the left floor board) , or, is it a manual reverser (has a clutch pedal).

It is a power reversing, and the engine does over drive the brakes. When you pull the pin on the two brake pedals you can push on either pedal right or left as hard as you want and will not attempt to turn or slow down at all. When you put the pin back in the pedals you can step on the brake and it will only slow you down a little, but won't stop you at all.
Those brakes are very aggressive, even with the torque converter locked, they will stall the engine.
There is a possibility they are worn out. The parking brake cables and linkage can seize, causing them to drag.
I would make sure the parking brake is fully released, then, make sure the there is no binding in any of the brake linkages. The pull rods that go into the rear axle should pull in a straight line. If the rod looks like it is flexing, the pivot pin is binding.
Last thing, if this is a cab tractor, check all the linkages and pivot pins for any binding.

You are getting conflicting opinions, which can happen here.
I agree with jbrink64 on this.
At an idle, those brakes should stop the tractor. If the torque converter is locked up at low idle, the brakes should stall the engine and stop the tractor.
