49.5 HP 2WD tractor independent PTO continuously runs ,when PTO clutch is disenged

when the PTO is engaged , it should stop when the independent PTO clutch is disengaged, but it keeps running and its RPM matches with the engine RPM.

It may be turning, but not delivering any real power. just drag.

Or

There could be internal corrosion that is locking the shafts in spite of the clutch. gear engagement.

Or

The pto drive and or clutch may be broken

Start by attaching some pto driven implement and testing to see if the drive is transmitting power constantly

Or the pto clutch plate may be rusted/stuck to it's flywheel...

IF it's not just "dragging", my guess is the clutch plate is rusted/stuck...
