Are you sure? Sometimes it takes a while and a little distance for it to engage and light up the icon on the dash.
Sometimes it will also have a delay in switching back from 4WD to 2WD as well.
It seems like the tractor needs to be moving, sometimes several feet, to get it to engage or disengage.
I'm guessing that you have spun the rears, pulled the lever, and there is no 4WD-type spinning of the fronts. Try putting it in reverse and then back into forward.
On the other hand, it may be the switch - it doesn't seem to be a mechanical action when the lever is pulled but I don't know for sure.

am unsure of exactly how your tractor works, on mine, there is a 4wd engage lever near the driver's left heel.
This lever is moved up or down to change status. For a while, I struggled getting into and out of 4wd UNTIL I learned to simultaneously put gentle pressure on the lever, press clutch in, ROTATE STEERING WHEEL FROM STOP TO STOP (right to left or l to r). Somewhere during the steering wheel rotation, the lever EASILY drops into 4wd. All the while, there is no forward or rearward motion required of the tractor.
Why not give this approach a try and see how it works.

Yeah, got a 7040 M. If you read your owners manual,it states that the 4x4 light on the dash might not always come on right away and that you might have to move the tractor a bit for it to engage. Check it out, I wouldn't be worried about that issue. NICOT in the hills and dales of Upstate PA waiting for the Kubota Rep.!
