I can see if you had one or two more adjustment holes the arms would go lower. They are just not there. Longer lift arms would also lower them. I guess the cheapest way to go would be to change the lift arms position on the splines or drill some holes. Drilling holes closer to the tractor will lower the arms but will reduce your lifting capacity.
How new is the tractor? Maybe your dealer could help. Maybe another BX owner can post a pic of their lift arms and how low they can go.
