Oil & Fuel 3930 Clogged Fuel Tank

Hello. I have a Ford New Holland 1999 model 3930. It started sputtering and I thought the external fuel filter was clogged. I took the fuel line off from the fuel tank to the filter and fuel still won't come out of the fuel tank. Is there a filter in the fuel tank??? Do I need to unscrew that round plastic thing under the tank? I am a little worried...do those things break easily since they are plastic? Is there a special tool to use? If I get it off, do I need to put some type of sealant on it when reinstalling the plug with the shut off valve?
Or...
maybe I'm wrong. Maybe it is just the shut off valve that needs to be removed? Do those shut off valves go bad?
Any help is appreciated.
