Ok well I have read most of the starting problem posts about 3038e. I have an issue that just started. My jd won't start I have checked the battery at the auto parts store, I have made sure I have 13.1 volts everywhere. Checked all fuses and relays. Jumped the start safety switch and seat switch just in case. And it has a brand new ignition. All lights and accessories work fine. But no start the starter shows 13 volts at the large post but I get no voltage at the connected that drives the solinoid. Also the hour meter is not working at all. What is next? Does anyone know what is going on??

check fuses, small wire on starter check for voltage while turning switch. there will be no voltage on little wire unless you are trying to start it. make sure pto is off

i have done all of that. The to switch is off, unless it is stuck open.

Have you cleaned/tightened ALL FOUR battery cable connections paying special attention to the negative cable where it attaches to tractor?

Yes I have pulled all the electrical connections and cleaned them. I have 13 volts at all fuses and terminals on the fuse panel

One can have voltage with a bad ground connection but not enough amps. Many times bad grounds are overlooked is the reason I asked.

Might want to check the ignition switch

Yeah I have checked the ground wire from the battery to the engine block and cleane the mount and bolt. The ignition is brand new

I suggest beginning at the beginning. Why did you replace the ignition switch? What led to it's replacement? Did anything change by replacing the switch.

No I did some work to her last season and bought the switch because the orig was worn and the key would fall out while it was running. I never got around to changing the ignition last season. When I went to start her with the old ignition and it didn't start. I figured hey good thing I have that new ignition may be that's the issue. After the new ignition still doing the same thing.
