There is probably a knob in front of the seat that needs to be "loosened". It controls the rate of drop for the 3 point hitch and if it is closed, the hitch wont go down.

What Aaron said... Look for a round star wheel type faucet valve handle down in front of the seat and unscrew it a few turns. Some have just a fixed tapered point that controls flow into and out of the 3PH cylinder, others, like mine, have that point loosley attached to the threaded part of that "valve" shaft. The fixed point version restricts flow in both directions, so the 3PH is slow going up and down. The floppy point version allows full flow when the 3PH is going up(flow pushes point out of the way) but restricts flow when lowering the 3PH. The idea is that heavy impliments don't slam into the ground when trying to lower them. When the floppy point version is setup correctly, the 3PH goes the same speed both up and down which is good. The problem with this type is that if you screw in that valve just a little too far, it acts like a check valve and the 3PH only goes up. To add to this issue, if the 3PH has a heavy impliment on it, it can be next to impossible to unscrew that valve as it has the weight of the 3PH impliment holding the valve point hydrauically in the valve seat.

I have had to jack up the impliment to get the weight off the hitch to loosen mine. I have also been able to back the impliment up onto a dirt bank/mound to get the weight off the hitch. As soon as the weight is off, the valve unscrews easilly...

How long have you had this issue? The reason I ask is if you are new to tractors the 3 point is usually power up and gravity down. On a Jinma its that way. The only thing to bring it down is weight. If you do not have a implement on the lift it will not go down. Sometimes a big buddy standing on it will make it go down also.
