I've been trying to figure this one out for a while. I work for a park that has a John Deere 110 TLB that they have never used the PTO on. Before I started they did not even know the backhoe could be removed. I went ahead and removed the backhoe, ordered all the 3-point lift arms and such and hooked up a mower only to find the PTO is inoperative.
I have verified the power switch and backhoe safety switch is working and there is voltage to the PTO solenoid, and it clicks. I figured the valve was stuck from the PTO not being used in 16 years, so I took off the valve body and disassembled for inspection but did not see anything of concern. I cleaned and lubed everything up and reinstalled with a new solenoid and gasket from deere. The PTO would still not work. This is where it gets tricky. The Dealer had this tractor for about 8 months to replace the transmission housing which a previous employee somehow broke in half, so they could have done something wrong and when I turn the PTO shaft by hand I think it may spin with too little resistance, but I'm not sure, I don't have anything to compare it to as our other tractor is a gear driven and not a hydrostatic like the 110.

I also don't have a service manual or operators manual, so it is possible I'm overlooking something.

The 110 tlb is known for having issues with cracked and broken transmission housings. It is quite possible that the dealer may have not have put things back together properly. From what I read in your post it sounds like you have checked all the necessary areas and the only thing left are the internals.

Have you checked that there is hydraulic pressure to the pto clutch (assuming it is hydraulically clutched) ?? Hopefully someone here that knows your machine better can chime in as well.

I haven't gotten a hold of a hydraulic schematic yet so I haven't checked pressures yet. I should add, the loader, front 2nd function and the rear hydraulics are working normally.

There should be a test port. Hopefully you get the shop manual soon. Please let us know what you find so we can all learn from this!!

A very nice member shared a manual yesterday and I confirmed there are 2 test ports. When I get back to work on Tuesday I'll check the pressures and report back.

I just wanted to let you all know what I found out.
I checked the PTO application pressure and found it was under 10 psi when spec is 216 +- 20, the lubrication pressure was normal at 6 psi. The auxiliary pump pressure was normal at 3000 psi. Figuring there was still an issue in the valve body I took it back off and disassembled it again. This time I found a small piece of what appeared to be plastic in the flow control valve. I cleaned and reinstalled and checked operation. Still no PTO function. This time though I could hear a very slight noise from the transmission area, so I rechecked pressures. I now have proper application pressure. The problem is internal.
I suspect there was some additional damage from the transmission breaking that the dealer missed.
I'm still not sure if I'm going to split the tractor and figure it, send it back to the dealer out or just put the backhoe on it and forget about it.

It's been quite some time but a one time I was under the impression that the pto's on those tractors was hydraulic powered and only rated at 25 hp.

I have the same problem with my 110tlb. I have gone thru everything you mentioned above still with no luck. I also tend to believe since it was never used something is froze up from not being used.

Sorry to hear it is not resolved yet. Tough call on whether to split and fix. Depends on how much it will cost versus getting another machine to do what you have in mind.

According to tractor data pto is 33 hp. Not sure if that is correct or not though.
