1998 toro wheelhorse 267h

My 267h sat all winter, would not start. Replaced fuel filter and fuel lines, started right up, but when I back the choke off the engine speed surges and then backs off, then surges and backs off over and over until it shuts down. Any carburetor opinions out there?

Sounds like carb is gummed up with old fuel.
