1987 CASE IH 1896 won't move

I'm looking at this online. It's a 1987 CASE IH 1896 that runs but won't move. Asking price is $4000. Is this worth looking at. Any ideas? Thanks for the help.

It would be nice to know what the reason is that it is not moving! Perchance they were operating the PTO stationalry and if they left the shifter in reverse you could easily spend 10 plus to fix!
