1957 case 320 dozer Steering brakes

We need to replace/repair the steering brakes/clutches on a '57 case/terratrac dozer (320) that we recently acquired. Looking at the machine it would appear that this could be done by removing the PTO case/cover. Am I correct in my thinking ??
Any help/advice/assistance will be greatly appreciated, Thanks
