1920 - Power steering cylinder leaking at seal

The power steering cylinder has been leaking for some time on my friend's 1920. I always check and add fluid as necessary but was wondering if the seal can be replaced. If not I will continue to monitor fluid level. Owner does not want to spring for a new one. $$$$$$$$$$$$$..Thanks

Cheaper to rebuild if rod is in good shape. Depending on cylinder, the price is $43 - 95. for the kit.
A new cylinder is $570 - $890.
