1533 - intake heater help

The intake heater dash light is not coming on, I checked the intake heater and no voltage at the heater (with the key in the proper position). Where is the relay that operates the heater?

Not surprising, I was unable to find the component in a wiring diagram or the engine service manual. Maybe the load relay?
