My Kubota calls for 6.5 litres of hydrolic fluid in the front axle. I put in 5.5 litres. I opened the overflow bolt and 2 litres drained out. Why can I not get 6.5 litres in the axle? Anybody have any suggestions? Thanks for your time.

my manual states 6.5 litres but the axle does not hold this amount. I have a filler opening on the top left side, one over flow opening about half way up the axle on the left side and two lower openings to drain the old fluid ,one on each side. I have tried by putting 5 litres into the top...
