Apparently it's on dashcam and an estimated 1000# of rock came out of an unlocked gate.Trucker will argue it's an act of God but that only applies if the rocks are from tires kicked up on the road. This looks more like an insecure load, but good luck getting money out of them.
Looks like hydraulic lift gate with the safety latches not engaged. Looks like the gate is open a couple inches. As for the truck loosing gravel, Take a close look, either the deck lip is damaged(can't seal), or there is something preventing the tail board from sealing properly and the hooks are hanging on by their "fingertips" and are at risk of "popping", ie a couple of ton gets dropped at once.
What is the legal situation where the stone bounce off the road? At 50/60mph it will look like the road is chasing the truck. I would expect several broken windscreens out of that.
My brother totaled a house with a road grader one day.The loader driver was an idiot. DROP the BUCKET!!! there will be plenty of sparks but no damage. From the abrupt halt he has a bent bucket and the pole that he hit will very likely need replacement, and could easily have run OVER a car, in a loader that size(27 ton), not just mowed off the white cars bumper.

I guess that's one way to lubricate that bollard mechanism...
