HD, I have a question. I went to NC last week and saw someone cutting hay with a 15' rotary cutter. What's the downside to that vs a standard mower/conditioner?
Pretty drive. I wouldn't do it again. We went through the rain forest and returned on the southern route through the desert. That was an adventure. We like Maui. Have been 3 times but I like Kauai more. Nort Kauai is more of my kind of relaxation. I love the wild chickens.
In SC you can apply for a title in situations like that. I run into it messing with old cars. Not sure what documentation you need but I know it can be done.

My Frontier 21' batwing FM is 3 - Betstco rear discharge decks. It never windrows and I cut pretty high grass. I cut it down to 1.75" when I cut as well.
What I'm hearing is that even if the regulations are dropped the manufacturers won't change anything. The cost to do so is preventative. Especially if you add the fact that a new administration can change the regs back to what they were.
No idea what your application happens to be. Sounds like you are using them on your car. I have them on my 5th wheel that gets towed thousands of miles at interstate speeds. I highly recommend not using them with rubber valve stems in that application.
Mine is not a ditch bank cutter. It's a hydraulic slide. They do make ditch bank cutters though. Regardless, the mower sections on all flails are similar if the mower has a roller.
